疫情刚刚好转,血腥的俄乌战争再次爆发。这个世界怎么了?乍一看,最近的俄乌战争确实是俄罗斯发动的入侵乌克兰的战争。世界上许多人对俄罗斯总统普京的举动感到惊讶和愤慨。

在过去20年里美国实施的制裁数量增长10倍,美国上一届总统任期内实施的制裁高达3800项,相当于平均每天三次.2011年以来美国对俄罗斯实施的制裁超过了100多次,但是制裁并没有解决世界因为制裁变得更好,变得更有保障。

制裁,要么扼制富裕的资源而变成穷困,要不让穷困潦倒的国家变成富裕。

俄乌双方的僵持而最终导致战争。现在我们需要探讨的是在双方僵持的过程中,这个世界上谁能作为劝导人?联合国安理会应该是和平与安全的最高机构,联合国是在战争中诞生的,目的是结束战争。那么,联合国是否还缺乏一个调解仲裁机构?这个机构就是将战争的萌芽阶段去战争化,杜绝战争。

联合国秘书长古特雷斯强调:冲突各方必须尊重国际人道主义法保障,联合国工作人员和其他人道主义工作者的安全与行动自由。他说特别是在这样的时刻,《联合国宪章》过去曾受到挑战,但他坚定的站在和平安全发展正义国际法和人权一边,他说:当国际社会一次又一次团结一致时,这些价值观都会占据上风,不管今天发生了什么,这些价值观都将取得胜利。

西方国家针对俄战争迅速采取的制裁宣言,我认为是不理性的,只能更激怒双方,从而导致“斗志”,更有可能导致冲动期的非理性行动而发生更激烈的战争。现代战争今非昔比,不是想当年的步枪加大炮,一颗原子弹足以毁灭人类几千几万年的历史文明,核武器会致人类灭绝!

我们也可以做一个简单的经济分析与回顾。

俄罗斯的出口创汇物资主要是粮食、能源和军火。单就军火而言,俄军这次的表现可圈可点,目前来看,西方的制裁效果并无多大用处。从长期来看,俄罗斯是个幅员辽阔且自给自足率非常高的国家,根本不惧怕制裁和封锁。西方国家的制裁只是象征意义,实际上作用不大,对俄罗斯进行的制裁并无多大用处。

美国前国务卿亨利·基辛格早在2014年3月15日在《华盛顿邮报》发文写道:“乌克兰经常让人逼迫选择,是加入东方还是西方?但是,如果乌克兰想要生存和繁荣,它就不能成为任何一方对抗另一方的前哨——它应该成为两者之间的桥梁。”

Recently, the Ukrainian war has become a global focus. Within an hour of the war, the Ukrainian navy and air force were annihilated, and the capital was bombed by missiles.

The epidemic has just improved a little, and the bloody Russian-Ukrainian war broke out again. What happened to this world? At first glance, the recent Russian-Ukrainian war is indeed a war launched by Russia and invaded Ukraine. Many people in the world were surprised and indignant at the actions of Russian President Vladimir Putin, and the voices of abuse, solidarity, and sanctions resounded in the public opinion field.

On the evening of the 21st local time, Putin hosted a Russian Federation Security Conference at the Russian Kremlin to discuss the Donbas issue. The live TV content emphasized: Ukraine is an inseparable part of Russian history; most of Ukraine’s territory was historically Russian territory; modern Ukraine was also created by Russia.

On the 24th, Putin announced a “special military operation” against Ukraine. In fact, Russia does not allow NATO to expand eastward, and the outbreak of the Russian-Ukrainian war is inevitable. In fact. This is inseparable from the wrong policy of condoning Ukraine’s attack on the civilian armed forces in eastern Ukraine.

The Ukrainian president delivered a televised speech for help, which won widespread sympathy for his lack of response to the help. It is said that every day, news and comments float around like snowflakes, which one is the truth?

I have done a large-scale historical documentary, and I know the cruelty of war. War is like a meat grinder, stirring people’s hearts, turning flesh into pulp, and instantly disappearing into a beautiful world with breath. I think there is no truth in war, I pursue peace, I want to understand more rationally what is the root of this Russian-Ukrainian war?

Putin believes that Ukraine has no right to claim independence, but is an integral part of Russia. The continuous eastward expansion of NATO is an important factor for Putin to send troops to Ukraine, but it is more a pressure response to the continuous eastward expansion of NATO.

The New York Times reported on the 25th: After months of military and tank build-ups, multiple stern warnings of violence, vague peace assurances and diplomatic efforts in Washington, the halls of the United Nations and European capitals, Russia has invaded Ukraine in the early hours of Thursday. All countries should jointly respond to the demands for peace and promote rapid peace talks between Russia and Ukraine. Russia should also lay down its arms rationally and accept the signal of peace, instead of overbearingly demanding Ukraine’s “demilitarization”. Stopping war is the first step in the search for peace.

Unfortunately, this is not the case. Since the start of the war between Russia and Ukraine, the voices of abuse and sanctions have resounded in the Western public opinion field. Most Western politicians and media describe Putin as a “tyrant” and define the Russian-Ukrainian conflict as a war of “aggression”. These can be used as “names” for the charges, which are decided by the UN Security Council after the war. Sanctions should be enforced according to the conclusions of the UN Security Council and the terms violated, otherwise the UN rules in this world will be meaningless.

Here, we discuss and briefly review the history. Throughout the “sanctions”, has never been a fundamental and effective solution to the problem.

Ukraine, a country with superior natural conditions and energy, occupies a quarter of the world’s black land, and inherited the industry of the former Soviet Union, but it has become the poorest country in Europe. What is the reason?

In the past 100 years, China has been all the developing countries in the world that have been enslaved and plundered, and it is also the country that has endured political, economic, trade, financial, military sanctions and blockades for the longest time in the entire Western world. Sanctions have made this nation more diligent and stronger, so that until now the entire Western world still has embargoes on high technology and weapons and equipment against China, but China has still successfully reversed, and the overall strength has entered the developing countries of the world’s powers, becoming a developing country that can resist and survive. Hegemonic impact, to achieve the overtaking of developing countries.

The number of sanctions imposed by the United States has increased tenfold in the past 20 years. The number of sanctions imposed by the United States during the last term of the United States was as high as 3,800, which is equivalent to an average of three times a day. Since 2011, the United States has imposed more than 100 sanctions on Russia, but Sanctions do not solve the world because sanctions are better, more secure.

Sanctions, either curb the rich resources and become poor, or let the poor country become rich.

The stalemate between Russia and Ukraine eventually led to war. What we need to discuss now is who in the world can act as a persuader in the stalemate between the two sides? The UN Security Council should be the highest institution for peace and security. The UN was born out of war, and its purpose is to end the war. So, does the United Nations still lack a mediation and arbitration institution? This institution is to Dewar fare the embryonic stage of the war and put an end to war.

UN Secretary-General Antonio Guterres stressed that all parties to the conflict must respect international humanitarian law, which guarantees the safety and freedom of movement of UN staff and other humanitarian workers. The declaration of sanctions adopted by Western countries in response to the Russian war, I think, is irrational, and can only irritate both sides, thereby leading to a “fighting spirit”, and more likely to lead to irrational actions in the impulsive period and more intense wars. Modern warfare is not what it used to be. It is not like the rifles and cannons of the past. The atomic bomb is enough to destroy the historical civilization of human beings for tens of thousands of years. Nuclear weapons will cause human extinction!

We can also do a simple economic analysis and review.

Russia’s exports to earn foreign exchange are mainly food, energy, and arms. As far as arms are concerned, the performance of the Russian army this time is remarkable. At present, the effect of Western sanctions is not much use. In the long run, Russia is a country with a vast territory and a very high self-sufficiency rate and is not afraid of sanctions and blockades at all. The sanctions imposed by Western countries are only symbolic and have little effect in practice. The sanctions imposed on Russia are of little use.
